HB 921 -- USE OF MOTOR VEHICLE HEADLAMPS SPONSOR: Walsh COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 19 to 0. This bill requires that motor vehicle headlamps be in use at any time when weather conditions require the use of windshield wipers or in foggy conditions. Violation of this provision will be an infraction and subject to a $10 fine. Court costs may not be assessed with this fine. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that using headlamps during inclement weather or foggy conditions increases visibility, which increases one's safety. Testifying for the bill were Representative Walsh; State Highway Patrol; and Division of Highway Safety. OPPONENTS: There was no opposition voiced to the committee.
