Summary of the Committee Version of the Bill

HB 937 -- SPECIAL LICENSE PLATE

SPONSOR:  Moore

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 20 to 0.

This bill allows for a special license plate for members of
Optimist International.

To obtain the special plate, individuals must obtain an
emblem-use authorization statement from Optimist International
($25 contribution) and present it to the Department of Revenue
along with a payment of a $15 fee in addition to the registration
fee and any other documents required by law.  No additional fee
will be charged for the personalization of this license plate.
Revenue from contributions will be used solely for the purposes
of Optimist International.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2005, FY
2006, and FY 2007.  Estimated Net Effect on Other State Funds of
a cost of $9,399 in FY 2005, an income of $11,875 in FY 2006, and
an income of $11,875 in FY 2007.

PROPONENTS:  Supporters say this license plate would be a great
source of pride for Optimists throughout Missouri.

Testifying for the bill were Representative Moore; Optimist
International; and Eric Paul, Eastern District Governor, Optimist
International.

OPPONENTS:  There was no opposition voiced to the committee.
