HCS HJR 28 -- STATE BUDGET SPONSOR: Bearden (Roark) COMMITTEE ACTION: Voted "do pass" by the Committee on Budget by a vote of 12 to 7. This proposed constitutional amendment prohibits the Governor's itemized estimated budget plan for proposed state spending from including revenues that are contingent upon voter approval. FISCAL NOTE: Total Estimated Net Effect on General Revenue Fund of a cost of $36,840 in FY 2005, $0 in FY 2006, and $0 in FY 2007. Total Estimated Net Effect on All Other State Funds of $0 in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that the amendment is a fiscally responsible, common-sense approach to budgeting. Testifying for the bill were Representative Roark; and Missouri Chamber of Commerce.
