Summary of the Committee Version of the Bill

HCS HJR 35 -- FISH, WILDLIFE, OR FORESTRY RESOURCES

SPONSOR:  Townley (Dethrow)

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Conservation and Natural Resources by a vote of 18 to 0.

This proposed constitutional amendment requires a two-thirds
majority vote on initiative proposals relating to the opportunity
to harvest fish, wildlife, or forestry resources.

FISCAL NOTE:  Estimated Net Cost on General Revenue Fund of
$36,840 in FY 2005, $0 in FY 2006, and $0 in FY 2007.  No impact
on Other State Funds in FY 2005, FY 2006, and FY 2007.

PROPONENTS:  Supporters say that hunting, fishing, and trapping
are a part of Missouri's heritage, and the bill will help to keep
it that way.  The bill would keep fringe elements from mounting
publicity campaigns for or against conservation issues.

Testifying for the bill were Representatives Dethrow and
Purgason; Conservation Federation of Missouri; Missouri Forest
Products Association; and Missouri Federation of Animal Owners.

OPPONENTS:  There was no opposition voiced to the committee.
