HCS SB 900 -- TRANSPORTATION SPONSOR: Goode (Dusenberg) COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 19 to 1. This substitute exempts from vehicle emission testing all vehicles manufactured 26 years or more prior to the current model year. "Local log truck tractors" are defined as commercial motor vehicles used to transport harvested forest products in an area not greater than 50 miles from the forested site with a weight not exceeding 22,000 pounds on one axle or 44,000 pounds on a tandem axle. New registration procedures are established for street rods and custom vehicles. The annual fee will be $15 plus the regular registration fees. Owners of these vehicles must certify at the time of registration that the vehicles will be maintained for occasional transportation, exhibits, club activities, parades, tours, and similar uses and will not be used for daily transportation. These vehicles are exempt from vehicle inspections and emission tests. License plates for these vehicles will bear the words "STREET ROD" or "CUSTOM VEHICLE." A street rod or custom vehicle may use blue dot tail lights for stop lamps, rear turning indicator lamps, rear hazard lamps, and rear reflectors. Commercial motor vehicles operated in intrastate commerce to transport property with a gross vehicle weight or gross combination weight rating of 26,000 pounds or less will be exempt from federal safety requirements. FISCAL NOTE: No impact on General Revenue Fund in FY 2005, FY 2006, and FY 2007. Estimated Income on Other State Funds of $21,179 in FY 2005, $92,917 in FY 2006, and $93,831 in FY 2007. PROPONENTS: Supporters say that the bill changes the fixed date of the age of a vehicle exempt from emission testing to a variable date of 26 years from the current model year.
