HB 1373 -- Unused Annual Leave for Retirement

This bill changes the laws regarding credited service for unused
annual leave accumulated by members under the Highways and
Transportation Employees' and Highway Patrol Retirement System
(HTEHPRS), the Missouri State Employees' Retirement System
(MOSERS), the Public School Retirement System (PSRS), and the
Missouri State Employees' Plan 2000 (MSEP 2000).

The bill allows members retiring under HTEHPRS, MOSERS, or PSRS
(who are employed by a state agency excluding colleges or
universities) to be credited with unused annual leave accruals.

Years of credited service will be based on a calculation which
entitles a member to one-twelfth of a year for each 168 hours of
unused accumulated sick leave and annual leave.  The rate of
annual leave accrual for the purpose of computing years of
service cannot exceed 10 hours a month.  The bill repeals a
provision which prohibited members under HTEHPRS, MOSERS, and
PSRS from using credited sick leave to vest in their respective
retirement system.

The bill also allows members retiring under MSEP 2000 to be
credited with unused annual leave accruals.  Years of credited
service will be based on a calculation which entitles a member to
one-twelfth of a year for each 168 hours of unused accumulated
sick leave and annual leave.  The rate of annual leave accrual
for the purpose of computing years of service cannot exceed 10
hours a month.  A provision which prohibited members under MSEP
2000 from using credited service to determine eligibility for
retirement or final average pay is also repealed.
