HB 1395 -- Property Tax

This bill changes from two to four years the cycle for
determining assessed valuation of real property for purposes of
real property taxation.

The bill also limits any increase in the assessment of
residential property to 5% per year or the average percentage
change in the personal income of Missouri for the five previous
years, whichever is less.  Any property assessment increase will
require a physical inspection of the property by the assessor.

The bill also removes language that places the burden of proof
upon the city or county when physical inspection is required.
