HB 1425 -- Nursing Sponsor: Black This bill changes the laws regarding the practice of nursing. The bill: (1) Allows advanced practice nurse anesthetists to provide anesthesia services without a collaborative practice arrangement with a physician, provided the physician is directly and immediately available; (2) Establishes definitions for "advanced practice nursing" and "advanced practice registered nurses"; (3) Creates retired license status for nurses; (4) Allows licensed practical nurses to administer intravenous fluids; (5) Authorizes the Missouri Board of Nursing to provide certification for nurses having specialized training. The board will adopt and revise rules specifying the training and experience necessary for certification; (6) Requires applicants for license to practice as an advanced practice nurse to demonstrate to the board completion of certain educational and experience requirements; (7) Exempts educational requirements for applicants who have earned a professional nursing degree and have enrolled in accredited programs for advanced practice registered nurses prior to September 1, 2003, and earn their advanced practice nurse degree prior to December 31, 2005; (8) Contains provisions regarding exemptions from licensing requirements for those persons currently recognized by the board as advanced practice registered nurses; (9) Allows for the issuance of temporary permits for advanced practice nurses; (10) Prohibits any person from holding themselves out as being or using the title of advanced practice registered nurse or nurse without being duly licensed by the board; and (11) Allows the board to file complaints against licensees with the Administrative Hearing Commission.Copyright (c) Missouri House of Representatives
