HB 1446 -- Bidding State Projects

This bill contains provisions requiring the state or any of its
political subdivisions to encourage the distribution of plans for
the construction, repair, or renovation of any of its facilities
in order to encourage competition and to receive the lowest
possible construction bid.  Unless specified by law, agreements
between interested parties restricting the sources, availability,
or distribution of plans are prohibited.
