Summary of the Introduced Bill

HB 1451 -- Foreign Language Instruction in Elementary Schools

Sponsor:  Fraser

This bill requires that every public elementary school student
receive foreign language instruction, except for (1)  students in
a special school district who use the district's services for an
individualized education plan or students who have learning or
reading disabilities; (2)  those for whom English is a second
language; and (3)  others who should be exempt, as determined by
rule of the State Board of Education.  The board will set minimum
standards for instruction, and school districts may exceed the
minimum.

The bill becomes effective July 1, 2005.
