HB 1455 -- Air Conservation

This bill permits the Department of Natural Resources to use an
independent contractor to expedite the review of construction
permits for air contaminant sources when the permit applicant
agrees.  The independent contractor will be obtained through the
state's competitive procedure process and will not be subject to
the existing fee limitation.  After review and approval, the
department will bill the applicant for the contractor's costs.
If the department cannot deliver the expedited review, the
additional-cost fee is forfeited.  If an applicant withdraws an
application, the department and any independent contractor must
be reimbursed for the costs they incurred in the evaluation.
