HB 1472 -- Renewable Energy Resources

This bill requires the Department of Natural Resources to
prescribe by rule a requirement for all Missouri electricity
suppliers to generate or purchase electricity from renewable
energy resources.  The rules must include a portfolio requirement
providing for renewable energy sources of at least 0.25% of
retail sales after 2004, at least 1.5% after 2007, at least 3%
after 2010, and at least 6% for 2015 through 2025.  The
department must establish a certification process for power
generated from renewable resources.

The bill requires all electrical energy suppliers to disclose
standard and useful information regarding the generation
attributes of electricity.  This information must be provided on
a quarterly basis to the supplier's customers and to anyone who
requests it and must contain information that will help the
customer understand the environmental consequences of electrical
generation and use, including the sources of energy supplied and
the types of pollutants that are attributable to the electricity
supplied.

The Missouri Public Service Commission will determine the manner
in which this information will be presented.  The information
will be available on the commission's homepage.
