HB 1473 -- Transportation Safety

This bill allows law enforcement officers to stop a motorist
primarily for a safety belt violation.

The bill makes it illegal for the driver or any passenger in a
vehicle to consume an alcoholic beverage or possess an open
alcoholic beverage container while the car is on a highway
or highway right-of-way.  This provision does not apply to
passengers who are in vehicles-for-hire, the living quarters of a
house coach, house trailer, or recreational motor vehicle; or
when an open alcoholic beverage container is found in the rear of
a vehicle that does not have a trunk.

The bill also allows officers to submit a certified report,
instead of a sworn report, to the Department of Revenue relating
to any person driving while intoxicated or drugged.
