HB 1486 -- Licensure of Homes for Children

This bill adds hospitals licensed pursuant to Chapter 197, RSMo,
to the list of facilities for children that are exempt from the
requirement for licensure from the Department of Social Services.

The bill removes the current exemption for the following
facilities for children from licensure by the department:

(1)  Residential care facilities providing tuition-based
educational programs which meet criteria recognized by the
Department of Elementary and Secondary Education; and

(2)  Foster home arrangements, residential care facilities, or
child-placing agencies established and operated by well-known
religious orders.

Current law also prohibits the department from requiring
facilities that believe they are exempt to submit documentation
in support of the exemption.  The bill removes that prohibition.
