HB 1592 -- Commercial Motor Vehicles Sponsor: Crawford This bill allows the Highways and Transportation Commission to conduct a compliance audit, upon the request of a motor carrier, to determine whether the motor carrier is in compliance with all relevant statutes, rules, and regulations. The bill specifies the restrictions on voluntary compliance audits, commission record-keeping requirements, the minimum number of audits, and the appeals process on audit results. The commission may shut down the operation of a carrier if the audit discovers a violation that presents a public safety issue but cannot impose a fine for the violation. Counties, municipalities, local law enforcement officers, and local agencies are prohibited from enforcing the state commercial vehicle laws including commercial motor vehicle violations. The bill establishes recording requirements for persons who weigh goods before or after unloading or who load or unload goods on the basis of liquid volume measure.
