Summary of the Introduced Bill

HB 1647 -- Health Licensing and Permit Fees

This bill changes the laws regarding the collection of health
licensing and permit fees.  In its main provisions, the bill:

(1)  Requires the Department of Health and Senior Services to
establish rules concerning the creation of a schedule of fees to
be paid by an applicant for a specific license or accreditation
under Sections 190.001 - 190.250, RSMo, regarding the
Comprehensive Emergency Medical Service System and Sections
190.525 - 190.537, pertaining to the licensure of stretcher vans.
The fees collected under these sections will be deposited into
the Missouri Public Health Services Fund and used to implement
activities authorized by these sections;

(2)  Requires the department to establish fees to reflect the
costs of administering Sections 196.851 - 196.895, concerning the
sale of ice cream and frozen food products.  The fees collected
will be deposited into the fund.  This provision will become
effective January 1, 2005;

(3)  Requires the department to establish rules pertaining to a
schedule of fees paid by an applicant for a license to operate an
ambulatory surgical center.  The fees collected will be deposited
in the fund and used upon appropriation by the General Assembly
to implement the ambulatory surgical center laws;

(4)  Requires the department to establish rules pertaining to the
collection of licensing fees to operate lodging establishments.
A separate license is required for each lodging establishment.
The bill also specifies the required forms and fees needed before
a license is issued.  This provision will become effective
January 1, 2005.  The fees collected will be deposited into the
fund;

(5)  Requires the department to establish rules governing the
collection of fees from the construction or modification of an
on-site disposal system.  The fees collected will be deposited
into the fund and used to implement laws governing on-site septic
systems; and

(6)  Requires the Board of Nursing Home Administrators to
establish the licensure fee for an initial license to operate a
nursing home.  The fees collected will be deposited into the
Board of Nursing Home Administrators' Fund to be used to enforce
the authorized activities.
