Summary of the Introduced Bill

HB 817 -- St. Louis City School Board

This bill reestablishes representation by subdistricts in the St.
Louis City school district and requires board members to have
been residents of the subdistrict from which they are elected for
at least one year before election.  Three board members will be
elected from even-numbered subdistricts in 2005 and every four
years thereafter.  Four members will be elected from odd-numbered
subdistricts in 2007 and every four years thereafter, except that
members from subdistricts 1 and 3 will be elected in April 2006,
for one-year terms.  Members in office on August 28, 2004, will
serve out their terms.  Members appointed to vacancies by the
mayor must reside in the subdistrict they represent.  The bill
reassigns wards to the subdistricts and contains directions for
redistricting of subdistricts by the State Board of Education
under certain conditions.
