HB 899 -- St. Louis Students' Bill of Rights Sponsor: Vogt This bill renames the St. Louis Students' Bill of Rights as the Metropolitan School District Students' Bill of Rights, consistent with statutory terminology and provides a new mechanism for presenting the bill of rights to the voters of the district. The current statute required that the issue be placed before voters by March 15, 1999. The bill specifies that the issue should be presented on the first regularly scheduled election day after the effective date of the bill at which it meets the legal requirements for placement on the ballot or as soon as legally permissible, in case court action prevents the first alternative.
