HS HB 1487 -- KIDNAPPING (Self)

This substitute creates the crime of kidnapping a child, a class
A felony.  The crime is committed when a person who is not a
relative within the third degree unlawfully removes or confines a
child age 13 or younger without the consent of the child's
parents or guardians.

The substitute contains an emergency clause.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of Less than
$100,000 in FY 2005, FY 2006, and FY 2007.  No impact on Other
State Funds in FY 2005, FY 2006, and FY 2007.
