AN ACT
Submitting to the qualified voters of Missouri an amendment repealing section 24 of article IV of the Constitution of Missouri, and adopting one new section in lieu thereof relating to state budget recommendations.
Be it enacted by the General Assembly of the state of Missouri, as follows:
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2004, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the state of Missouri:
Section A. Section 24, article IV, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as section 24, to read as follows:
Section 24. The governor shall, within thirty days after it convenes in each regular session, submit to the general assembly a budget for the ensuing appropriation period, containing the estimated available revenues of the state to which the state would be authorized to collect as of the date of his or her submission and a complete and itemized plan of proposed expenditures of the state and all its agencies[, together with his recommendations of any laws necessary to provide revenues sufficient to meet the expenditures]; provided, however, that the estimated available revenues of the state shall not include revenue from new fees, fee increases, new taxes, increases in existing taxes, or voter-approved tax increases.
