AN ACT

To authorize the governor to convey a tract of land owned by the state to Pierce City, with an emergency clause.





Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section 1. 1. The governor is hereby authorized and empowered to sell, transfer, grant, and convey all interest in fee simple absolute in a tract of land owned by the state in the county of Lawrence known as the National Guard Armory Building to Pierce City. The property to be conveyed is more particularly described as follows:

ALL LOTS NUMBERED TWELVE (12), THIRTEEN (13), FOURTEEN (14) AND FIFTEEN (15) IN BLOCK NUMBERED TWENTY (20) OF THE ORIGINAL SURVEY OF THE CITY OF PIERCE CITY, (OR PIERCE CITY), MISSOURI.

            2. Consideration for the conveyance described in this section shall be for the sum of one dollar.

            3. The attorney general shall approve the form of the instrument of conveyance.

            4. Upon the conveyance of the property described in this section, the building known as the National Guard Armory Building shall be known and called the Ray A. Carver Building, and shall be known by no other name as long as the building continues to exist.

            Section B. Because of the devastation caused by the May 4, 2003, tornadoes and the need to rebuild this devastated community by allowing the transfer of property to enhance the city's ability to function as an effective political subdivision, section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect upon its passage and approval.
