         Whereas, in order to protect and assure the public that persons with criminal convictions involving conduct that is related to licensed and permitted activities are not allowed to hold licenses or permits, the issuance of licenses and permits is prohibited to persons with certain criminal convictions; and

 

            Whereas, while it is often necessary to place such prohibitions on the issuance of licenses and permits, the criminal convictions that would prohibit a person from holding a license or permit must be limited to those criminal convictions that are related to the specific activities for which the person is requesting a license or permit; and

 

            Whereas, a periodic review of the criminal convictions barring a person from being issued a specific license or permit will prevent unnecessary discrimination against persons whose criminal convictions are not related to the activities associated with the holding of a license or permit:

 

            Now, therefore, be it resolved that the members of the House of Representatives of the Ninety-second General Assembly, Second Regular Session, the Senate concurring therein, hereby request that every state department and agency responsible for the issuance, renewal, or sanctioning of professional licenses and permits review the prohibitions for issuance of licenses and permits to determine whether the criminal convictions that would prohibit a person from holding a license or permit are relevant to nature of the license or permit; and

 

            Be it further resolved that the Chief Clerk of the Missouri House of Representatives be instructed to prepare a properly inscribed copy of this resolution each director of every department and agency of this state that is responsible for the issuance, renewal, or sanctioning of licenses or permits.
