Whereas, Missouri's primary goal for solid waste is to reduce the amount generated and to divert solid waste from landfills by reusing, recycling, and composting waste. Alternatives to the disposal of solid waste from landfills need to be established, and one such alternative is the recovery of asphalt roofing shingles from sanitary, construction, and demolition landfills, with the cooperation of the Air and Land Protection Division of the Department of Natural Resources; and
Whereas, solid waste reduction has been successful in Missouri through the utilization of mandates that ban certain items from landfills, such as major appliances, whole tires, waste oil, lead batteries, and yard waste; and
Whereas, the disposal of recyclable materials is unnecessary and adds to the escalating amount of solid waste placed in landfills; and
Whereas, asphalt roofing shingle recycling provides an alternative to the disposal of solid waste in Missouri's landfills; and
Whereas, asphalt roofing shingles can be reused as an asphalt road base for permanent and temporary roads, parking lots, patch repair, and dust control on roads and trails; and
Whereas, recycling asphalt roofing shingles decreases the need to use virgin asphalt, increases the pavement's resistence to wear and moisture, decreases thermal and fatigue cracking, absorbs vehicle leaks better than gravel or dirt roads, and is an economical alternative to asphalt paving; and
Whereas, asphalt roofing shingles can be reused as an alternative fuel source for energy needs; and
Whereas, permits are required from the Air and Land Protection Division of the Department of Natural Resources before asphalt roofing shingle recycling programs can be implemented as a solid waste management tool; and
Whereas, cooperation and guidance from the Air and Land Protection Division of the Department of Natural Resources in the permitting of an asphalt roofing shingle recycling program is desired so that such a program can be implemented in Missouri:
Now, therefore, be it resolved that the members of the House of Representatives of the Ninety-second General Assembly, Second Regular Session, the Senate concurring therein, hereby urge the Air and Land Protection Division of the Department of Natural Resources to assist any applicant requesting to locate a facility that provides asphalt roofing shingle recycling in Missouri by meeting with prospective applicants to assist with the regulatory requirements and processes, to educate local governments and the Missouri citizenry on the benefits of using recycled asphalt roofing shingles compared to current landfill disposal practices, and to review all permit applications for such a recycling program in a timely and expeditious manner; and
Be it further resolved that the Chief Clerk of the Missouri House of Representatives be instructed to prepare a properly inscribed copy of this resolution for James D. Werner, the Director of the Air and Land Protection Division of the Department of Natural Resources.
