Summary of the Committee Version of the Bill

HB 473 -- PUPIL RESIDENCY WAIVERS

SPONSOR:  Yates

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elementary and Secondary Education by a vote of 15 to 0.

This bill permits school boards to convene a committee, rather
than a meeting of the full board, to hear pupil residency waiver
requests.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that although there is precedent in
statute for a committee acting with final authority for the full
board of education, there is no specific grant of authority for
residency waiver hearings.  Having clear authority will mean
speedier hearings, so students who need to be in the classroom
can be enrolled faster.

Testifying for the bill were Representative Yates; Missouri
School Boards Association; Missouri National Education
Association; and Missouri School Administrators Association.

OPPONENTS:  There was no opposition voiced to the committee.
