Summary of the Committee Version of the Bill

HB 592 -- EXCURSION GAMBLING BOATS

SPONSOR:  Cooper (120)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Rules by a vote of 8 to 0.

This bill requires jackpots over $1,200 won by self-excluded
problem gamblers on excursion gambling boats to be deposited into
the Compulsive Gamblers Fund.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2006, FY
2007, and FY 2008.  Estimated Income on Other State Funds of $0
to Unknown in FY 2006, FY 2007, and FY 2008.

PROPONENTS:  Supporters say that when a jackpot is won by a
self-excluded gambler, the funds are retained by the excursion
gambling boat operator.  This money should not be retained and
transferring those funds to the Compulsive Gamblers Fund will
help all individuals who are problem gamblers.

Testifying for the bill were Representative Cooper (120);
Missouri Gaming Commission; and Missouri Riverboat Gaming
Association.

OPPONENTS:  There was no opposition voiced to the committee.
