HB 633 -- DRUG REGULATIONS SPONSOR: Lipke COMMITTEE ACTION: Voted "do pass" by the Committee on Crime Prevention and Public Safety by a vote of 11 to 0. This bill adds salvia divinorum and 12 other compounds to the list of controlled substances and clarifies which forms of anabolic steroids are included within schedule II controlled substances. FISCAL NOTE: Estimated Cost on General Revenue of Less than $100,000 in FY 2006, FY 2007, and FY 2008. No impact on Other State Funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the bill updates the controlled substance schedules that are required by the federal Drug Enforcement Agency (DEA) guidelines. The DEA adds new substances to the list every few months, and the states follow those guidelines by amending their statutes periodically. The bill adds to the list several substances, most notably salvia divinorum which is marketed as an herb and sold over the Internet and in "head shops." It is an hallucinogen grown in Mexico and has no accepted medical use. Testifying for the bill were Representative Lipke; and Department of Health and Senior Services.
