HB 638 -- URBAN PUBLIC LIBRARY DISTRICTS SPONSOR: Cunningham (86) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Urban Issues by a vote of 7 to 0. This bill removes the requirement that the chief executive and administrative officer of an urban public library district be a duly qualified graduate librarian. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that a librarian may not have the necessary skills to be an administrator and that this should be a local issue. Testifying for the bill were Representative Cunningham (86); and Crosbie Kemper, Executive Director of the Kansas City Library. OPPONENTS: There was no opposition voiced to the committee.
