HB 721 -- JUVENILE OFFICER RETIREMENT SPONSOR: Flook COMMITTEE ACTION: Voted "do pass" by the Committee on Retirement by a vote of 9 to 0. This bill allows juvenile officers in single county circuits to receive creditable prior service in the Missouri State Employees' Retirement System (MOSERS) for service as a juvenile court employee prior to July 1, 1999, if the service is not credited in a county retirement plan. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. This proposal will increase the Missouri State Employees' Retirement System Unfunded Actuarial Accrued Liability (UAAL) and will result in an increase of annual employer contributions. PROPONENTS: Supporters say that the bill will allow single county juvenile court officers to be treated the same as multi-county officers and allow them to be members of the Missouri State Employees' Retirement System. Testifying for the bill was Representative Flook. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that when the change for multi-counties was made some of the deputy juvenile officers chose to stay in their local area government retirement system. Service in the single county circuits was not included in the legislation which caused a few people to fall through the cracks and not receive credit under any retirement system.
