HB 738 -- REAL ESTATE APPRAISERS SPONSOR: Behnen COMMITTEE ACTION: Voted "do pass - federal mandate" by the Committee on Professional Registration and Licensing by a vote of 16 to 0. This bill requires applicants for a real estate appraiser's license to complete all the necessary experience requirements within two years of passing the qualifying exam. Currently, applicants are allowed three years to complete these requirements. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that state law allows appraisers 36 months to finalize their certification; however, federal law requires certification within 24 months. A federal subcommittee has indicated that if Missouri does not comply with the 24-month requirement, they may decertify the entire state which will prohibit Missouri appraisers from participating in federally related transactions.
