HB 189 -- Criminal Sentencing

Currently, if a criminal statute is amended to reduce the
penalty, defendants are sentenced according to the new law, even
if their crime was committed before the law was amended.  This
bill repeals that provision and another which allows the Board of
Probation and Parole to convert an offender's consecutive prison
sentences into concurrent sentences.
