HB 289 -- Corporal Punishment in Schools

Sponsor:  Fraser

This bill prohibits corporal punishment in any school district.
A declaration that spanking by certificated personnel in
accordance with written school board policy is not child abuse is
repealed, as well as abuse investigation procedures for abuse
allegations resulting from spanking.  Investigation procedures
for child abuse charges against school personnel that do not
result from the administration of corporal punishment remain the
same.

The bill has an effective date of July 1, 2006.
