This bill defines "vexatious request" and allows a public
governmental body to refuse any vexatious request for documents
under the Sunshine Law.  The court is allowed to award costs and
reasonable attorney fees to the prevailing party upon a finding
by a preponderance of the evidence that the public governmental
body did not violate any provisions of the law and that the
plaintiff's request for documents was vexatious.
