HB 409 -- St. Louis Students' Bill of Rights

This bill renames the St. Louis Students' Bill of Rights as the
Metropolitan School District Students' Bill of Rights, consistent
with statutory terminology, and provides a new mechanism for
presenting the bill of rights to the district's voters.
Currently, the law requires an election by March 15, 1999.  The
bill specifies that the issue should be presented on the first
regularly scheduled election day after the effective date which
meets the legal requirements for placement on the ballot or as
soon as legally permissible if court action prevents the first
alternative.  A special election for the purpose is permitted.

The bill contains an emergency clause.
