HB 465 -- County Planning Commissions Sponsor: Smith (118) This bill requires county planning commissions to adopt a comprehensive plan if they have not done so by August 2005. Public comment must be allowed during the preparation of the plan. The plan may contain policies regarding: (1) Future use of land to guide development and redevelopment of all unincorporated areas of the county; (2) Future transportation systems to guide future development; (3) Three-dimensional form and aesthetic qualities of public and private development in unincorporated areas of the county; (4) Adequate housing quality and forecasted population needs; (5) Community facilities to guide future development; (6) Promotion of the stabilization, retention, or expansion of the economic base and employment opportunities in the county; (7) Identification, management, and conservation of scarce, threatened, or nonrenewable natural and man-made resources in the county; (8) Cumulative impact of short-range and long-range decisions and actions that may occur over the course of the plan; (9) Ensurance of the social and physical welfare of the citizens of the county; and (10) Specific area plans for a specified land area.Copyright (c) Missouri House of Representatives
