HB 472 -- Captions for Electronic Video Instruction

Sponsor: Sander

This bill requires closed captioning on electronic video
instructional materials beginning January 1, 2006. Internet
resources and multimedia programs for the elementary and
secondary school level must meet standards for accessibility
established by the federal Rehabilitation Act of 1973 and its
accompanying regulations. Exceptions are made for certain
materials. If the publisher of these materials knowingly fails
to comply with the requirements, the entity that paid for the
materials can receive damages of 10 times the amount paid to have
them captioned.
