HB 587 -- Speed Limits in School Zones and Accidents Involving Pedestrians and Cyclists Sponsor: Yaeger This bill requires a maximum speed limit of 20 miles per hour in a school zone. County or municipal governments, in conjunction with the local school board, are allowed to establish a lower speed limit if needed. Any person who intentionally, recklessly, or negligently collides with a pedestrian, cyclist, or motorcyclist and causes personal injury will be liable for liquidated compensatory damages of $500 or actual damages, whichever is greater, plus reasonable attorney fees and court costs. A motorist who has six or more points on their driver's license, has a prior conviction for an intoxication-related traffic offense, or has caused a prior injury to a bicyclist or pedestrian requiring hospitalization and intentionally, recklessly, or negligently collides with a bicyclist or pedestrian causing injury will be subject to a one-year driver's license revocation and liable for liquidated compensatory damages of $1,000 or actual damages, whichever is greater, plus reasonable attorney fees and court costs.Copyright (c) Missouri House of Representatives
