HB 684 -- DNA Profiling System

This bill makes several technical changes to the laws regarding
the DNA profiling system.  Currently, a DNA sample must be taken
from all felons and sex offenders upon entering a reception and
diagnostic center of the Department of Corrections or before
release from a county detention facility.  The bill allows the
sample to be taken upon entering a county detention facility or
before release from a department reception and diagnostic center
and clarifies that this provision applies to private detention
facilities under contract with the state or a local governmental
entity.  When an offender is in the custody of a private facility
contracted by a county or court to perform treatment or provide
supervision of the offender, the county sheriff's department is
responsible for the collection of a DNA sample.
