HB 858 -- Eminent Domain Proceedings Sponsor: Hobbs This bill requires that a condemning authority provide a property owner with a written summary of the owner's rights before negotiations to acquire the property begin. Upon receipt of the summary, persons may employ an appraiser of their choice to appraise the property, which will be used to negotiate for the acquisition of the property. If the parties fail to reach an agreement on the value of the property, the action will proceed to trial before a panel of three disinterested commissioners. One of the disinterested commissioners will be the county assessor for the county in which the property is located or a deputy county assessor appointed by the county assessor.Copyright (c) Missouri House of Representatives
