HB 870 -- Excursion Gambling Boat Revenue

This bill changes the distribution of some of the remaining net
proceeds in the Gaming Commission Fund in Fiscal Year 2006 and
beyond.  The first $500,000 will continue to be appropriated on a
per-capita basis to certain cities and counties that have
demonstrated a need for funding community neighborhood
organization programs for the homeless and to deter gang-related
violence and crimes.  Fifty percent of the remaining net proceeds
will be transferred to the Veterans' Commission Capital
Improvement Trust Fund and the remaining 50% to the Early
Childhood Development, Education, and Care Fund.

Currently, $4.5 million is transferred to the Missouri College
Guarantee Fund, $3 million to the Missouri National Guard Trust
Fund, $3 million to the Veterans' Commission Capital Improvement
Trust Fund, and the remaining to the Early Childhood Development,
Education, and Care Fund.
