HB 907 -- Renewable Energy Sources

This bill authorizes the Department of Natural Resources to
prescribe a portfolio requirement for all retail suppliers of
electrical energy to generate or purchase electricity generated
from renewable energy resources.  Any electric supplier that
provides renewable energy in excess of the portfolio requirement
may sell or transfer the excess renewable energy credits to any
other electric supplier at any negotiated price.  An electrical
energy supplier may receive additional credit, in an amount to be
determined by the department, if it acquires eligible renewable
resources or renewable energy credits from an eligible renewable
resource physically located in Missouri.  Each supplier of
electricity will provide documentation to the department and the
Missouri Public Service Commission demonstrating the acquisition
of renewable energy credits by self-generation, purchase, or
trade.
