HB 914 -- Electronic Devices

This bill makes it a class C misdemeanor for a person to
knowingly place an electronic device in a solid waste disposal
area or dispose of an electronic device in a non-permit location.
Electronic devices must be delivered to a recycling or resource
recovery facility or to the agent of an electronic device
wholesaler or manufacturer for delivery to a permitted solid
waste disposal area.  A fee of $8 for each new personal computer
sold and $5 for any other new electronic device sold will be
assessed by the Department of Revenue.  In order to implement
this legislation, the bill establishes the Board of Environmental
Quality consisting of the Governor, Lieutenant Governor, Attorney
General, Director of the Department of Natural Resources, and
Commissioner of the Office of Administration.  The board is
authorized to issue, sell, and deliver credit instruments bearing
interest at a fixed or variable rate as determined by the board
and provide for the payment of the principal, interest, and costs
attributable on the credit instruments.
