         Whereas, the implementation of a new funding formula for public schools will require additional revenue to become a reality; and

 

            Whereas, of the date of filing this House Concurrent Resolution, not all potential revenue sources have been identified and none has been committed to the foundation formula; and

 

            Whereas, the revenue sources should be identified and revenues committed to the formula to ensure that all school districts in the state will receive at least as much formula revenue, including line 14 "at-risk" moneys per student for the regular school year as they did in the hold-harmless school year under the new formula; and

 

            Whereas, the phase-in of the formula over a period of four years while new revenues are being committed to the formula through acts of the General Assembly that are not included in the foundation formula bill makes predicting the district-level effects of the phase-in difficult:

 

            Now, therefore, be it resolved by the members of the House of Representatives of the Ninety-third General Assembly, First Regular Session, the Senate concurring therein, that the General Assembly would be well advised not to proceed to actual implementation of a new funding formula for public schools until necessary new revenue is identified and committed; and

 

            Be it further resolved that implementation of a new funding formula for public schools should not proceed until the revenues actually received from the new sources are estimated to be sufficient to fund both the new and old formulas to the extent that no school district will receive any less regular school year basic formula and line 14 aid per pupil that it did for the 2004-2005 school year.
