HCS HB 3 -- PERSONAL INFORMATION ON THE INTERNET SPONSOR: Pratt COMMITTEE ACTION: Voted "do pass" by the Committee on Judiciary by a vote of 10 to 0. This substitute prohibits any person from knowingly posting the name, home address, Social Security number, or telephone number of any person on the Internet with the intent of causing great bodily harm or death or threatening to cause great bodily harm or death to the person. Any person who violates this provision is guilty of a class C misdemeanor. The substitute contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the bill will allow county officials and other government agencies to post public information on the Internet while prohibiting the posting of personal information with the intent of causing harm or death. It is important for citizens to have access to public information such as voter records, tax records, and real estate records. Posting this information on the Internet is one way to efficiently provide public access to this information. Testifying for the bill were Missouri State Treasurer; Boone County Clerk; Boone County Collector; Boone County Recorder of Deeds; and Missouri Land Title Association.
