HCS HB 1037 -- ENVIRONMENTAL CONTROL SPONSOR: Hobbs (Sander) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Conservation and Natural Resources by a vote of 12 to 0. This substitute includes plasma arc technology as a way to process waste. Any facility designated as a waste to energy facility that generates electricity fueled from solid waste can use this technology. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that plasma arc technology is a progressive process that can turn solid waste into either a gas or a liquid, reducing a waste mass by 90%. The by-product from the process can be used to make bricks, sand, gravel in road beds, and filler rock for flower beds. The risks involved with plasma arc technology are minimal compared to its potential benefits. Testifying for the bill were Representatives Sander and Harris (110); and Dale Ann Behnen.
