HCS HB 1135 -- COMMERCIAL ZONES SPONSOR: Hoskins (Nance) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Urban Issues by a vote of 13 to 0. This substitute extends the commercial zone around Kansas City eastward along State Route 210 to the intersection with State Route 10, then northwesterly along State Route 10 to include the municipal boundaries of the City of Excelsior Springs. The commercial zone for St. Charles County is also extended. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that commercial zones are designated to allow trucks to carry more weight per axle. Because of the growth in the area, rock for construction is becoming limited and must be obtained from farther outside the commercial zone and is affecting asphalt and road construction. The bill will extend the Kansas City commercial zone allowing rock to be brought safely and at a better price because of the increased load limit.
