HCS HB 1149 -- WATER BONDS AND UTILITIES SPONSOR: Bivins COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Energy and Environment by a vote of 10 to 0. This substitute authorizes the Board of Fund Commissioners, in addition to the amounts authorized prior to August 28, 2005, to issue bonds for grants and loans under Article III of the Missouri Constitution. The additional amounts authorized are $10 million for water pollution control, improvement of drinking water systems, and storm water control; $10 million for rural water and sewer; and $20 million for storm water control in first classification counties and St. Louis City. Public water supply districts, sewer districts, and municipalities are authorized to install and maintain sewer and water lines in public highways, roads, and streets, subject to the reasonable rules of the jurisdictional governing body. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill allows bond funding for water projects and is needed to manage storm water discharge. Testifying for the bill were Representative Bivins; Metropolitan St. Louis Sewer District; Missouri Rural Water Association; Missouri Society of Professional Engineers; and League of Women Voters of Missouri.
