HCS HB 1256 -- STATE OBSERVANCE SPONSOR: Haywood COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Judiciary by a vote of 13 to 0. This substitute establishes February 4 as "Rosa Parks Day" and makes it a state observance. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill honors the civil rights movement in the United States and Missouri. In honoring Rosa Parks, the bill pays tribute to a civil rights role model and freedom itself. Testifying for the bill were Representatives Haywood, Brown (50), Curls, and Storch.
