HB 1424 -- TAX COLLECTION SPONSOR: Franz COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government by a vote of 15 to 0. This bill allows first classification counties without a charter form of government and second classification counties to collect property taxes using electronic records and disbursements. The bill requires taxing authorities to request notification of current taxes paid under protest by February 1 and requires the county collector to provide the information by March 1. Delinquent personal property taxes are subject to the same interest and penalties as delinquent real property taxes. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will save counties a lot of money because modern technology allows tasks to be done more efficiently. The bill also cleans up some language and removes some that is obsolete. Testifying for the bill were Representative Franz; Missouri County Collectors Association; and various first and second classification county collectors.
