HCS HB 1515 -- COLLABORATIVE PRACTICE REPORTING SPONSOR: Behnen COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Professional Registration and Licensing by a vote of 16 to 0. This substitute requires physicians to report to the State Board of Registration for the Healing Arts any collaborative practice or physician assistant agreement entered into within 30 days. Physicians are also required to provide the board with all their collaborative practice agreements when renewing their license. This information will be available to the public. The board is authorized to conduct random reviews of these agreements to determine whether licensees are in compliance with the provisions of the substitute. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that no one currently has a firm grasp on collaborative agreements. The bill gives the board a method of gathering this information. Testifying for the bill were Representative Behnen; Missouri State Medical Association; Missouri Hospital Association; Missouri Association of Osteopathic Physicians and Surgeons; and Missouri Academy of Family Physicians. OPPONENTS: Those who oppose the bill say that they have a problem with random audits by the board. They feel that any audits should be initiated because of a complaint. Testifying against the bill were Jennifer Hewlett; and Theresa Phillips. OTHERS: Others testifying on the bill say that it allows the board to determine if an agreement exists and review the agreements to make sure certain standards are being met.
