HCS HB 1679 -- CHEMICAL TESTING OF INTOXICATED DRIVERS SPONSOR: Lipke (Johnson, 90) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Crime Prevention and Public Safety by a vote of 12 to 0. This substitute will be known as the "Alan Woods Law" and specifies that any state, county, or municipal law enforcement officer who has the power to arrest an individual for driving with excessive blood-alcohol content or driving while intoxicated, and is certified under Missouri law, will administer a chemical test to any person suspected of driving a motor vehicle involved in a collision which resulted in a fatality or serious physical injury. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that it is important to require a mandatory chemical test of any person suspected of driving a vehicle involved in a collision which resulted in a fatality or serious injury. Currently, there are discrepancies that require the individual killed in a vehicular accident to undergo a chemical test, but not the person causing the accident.
